This removes all the remaining references to the `build2` directory except for the CI job that stores the artifacts. We'll keep the `build2` artifact until downstream scripts are migrated to `build`.

This removes all the remaining references to the `build2` directory except for the CI job that stores the artifacts. We'll keep the `build2` artifact until downstream scripts are migrated to `build`.
