Add two new flags to enable users to configure exponential back-off for Flux objects. The default values are now set to 750ms for minimum retry time, and 15min for max.

Previously the defaults were set to 5ms and 1000s, which in some cases impaired the controller's ability to self-heal (e.g. retrying failing SSH connections).
