描述一下此特性

無意間接觸到halo，對於這套整合前後端，省去hugo, hexo等需要命令才可發布文章的高學習成本的一體式解決方案實在太喜歡了，希望官方可以加入繁中的支持，謝謝🙏

为 Console 端添加多语言的支持，并默认提供简体中文和英文的语言包。

- [x] 完善 Console 的文字语言包翻译。
- [ ] ~~为后端提供的部分数据支持翻译，比如系统设置的表单定义。（实现方式待讨论，这个 PR 先不支持）~~
- [x] 提供语言设置。

想搭個版碰運氣問問看
在後台確實已經支援繁體中文(部分)
想問下在主題方面如果需要顯示繁體中文，必須依照該主題的代碼決定對嗎?

目前理解是建立i18n資料夾與properties來辦到主題多語言

目前發現 ISO 639 alpha-2 or alpha-3 language code 不適用於「繁體中文」、「簡體中文」同時存在的情況....
不知道有沒有更好的解決辦法..

原本打算default.properties可以放簡體
zh.properties 可以放繁體

結果，發現
無論瀏覽器設定簡體或者繁體統一都吃到 zh.properties .....
