This resolves the issue where additional locations in APIM would always use the same zones config as the primary location.
This was especially an issue if the additional location could not support zones (e.g UK West, Australia Southeast).
The issue was caused by the
expandAzureRmApiManagementAdditionalLocationsfunction referencing thezonesvalue of the overall config (d) instead of the value from the current "looped" additional location (config).Also adds an acceptance test that checks that an additional location does have divergent zones from the primary location when such a definition is provided.
