Better developer experience of rtx users in China

rtx is really great, I've switched from asdf to rtx for a while. and I've some experience to share.

In China or somewhere in the world, we may need VPN or a mirror for stability for some reason. for personal laptop, it's easy to launch a vpn, but for linux servers, you are not allowed to run vpn on Tencent/Aliyun cloud, or may need to ask administrator for permission.

luckily rtx have env support.

1. try to use latest version of rtx

rtx self-update

2. try to use official plugins

rtx plugin ls -u
