public results should have server-side timers from which clients would sync
any screen should be able to get the correct timer settings by syncing with the timerrecreiver objects
The absolute time stamp received by publicresults does not work well if the timezone of the owlcms computer is wrong.
publicresults should ignore the received time and put the current millis since epoch instead.
