selftests/bpf: Add timing to tests_progs

This patch adds '--timing' to test_progs. It tracks and print timing
information for each tests, it also prints top 10 slowest tests in the
summary.

Example output:
  $./test_progs --timing -j

  Summary: 212/973 PASSED, 3 SKIPPED, 0 FAILED
