🌱 Bump golangci-lint to v1.53.3 and adapt installation from core CAPI

What this PR does / why we need it:

• Bumps golangci-lint to v1.53.3
• syncs the used scripts for installing golangci-lint to the core CAPI scripts
• implicitly bumps the go version used for golangci lint to v1.20

And finally

• Implements linter fixes:
  • result 0 (sigs.k8s.io/controller-runtime/pkg/reconcile.Result) is always nil (unparam)
  • Removed depguard which now requires a default config with all of the dependencies allowed or disallowed. (xref 🌱 Update golangci-lint to v1.53.3 cluster-api#8796 )
