🌱 Revert ErrClusterLocked check in Machine controller

Reverts a part of #9570 that incorrectly checked for the ErrClusterLocked from a function that never returns it.

We should only revert this in release-1.4. Because only in release-1.4 we use remote.RESTConfig on main & release-1.5 we actually use the tracker
