cluster-autoscaler Hetzner manager doesn't support custom endpoints

Is your feature request designed to solve a problem? If so describe the problem this feature should solve.:

The ability to set custom endpoints when using Hetzner cloud

Describe the solution you'd like.:

Support the HCLOUD_ENDPOINT environment variable to perform all Hetzner API requests against a custom service / proxy / etc

Describe any alternative solutions you've considered.:

None would really solve the issue (scoped permissions inside the same project) without massive modifications in multiple projects

Additional context.:

We have developed a soon-to-be-open-source proxy that forces specific labels in order to provide scoped API access. This support is required to make full use of it inside a Kubernetes cluster.
