Revert "CAS: cloudprovider-specific nodegroupset"

Reverts #6907

Reason: PR breaks the ability to build CA with just one provider.

Code should be refactored to allow cloudproviders to register their processors via cloudprovider/builder mechanism in https://github.com/kubernetes/autoscaler/tree/master/cluster-autoscaler/cloudprovider/builder.
