What this PR does / why we need it:

This patch adds the namespace label to the kube_lease_renew_time and
updates unit tests to validate the changes.

How does this change affect the cardinality of KSM: (increases, decreases or does not change cardinality)

Is this file supposed to be generated? make dockcheck errored so i manually edited it

I don't think we auto-generate it, we only validate the metrics in the table
