Remove gh-pages branch protection for ingress-nginx

• Remove kube-state-metrics gh-pages branch status checks #20322

This seems to be the successful approach:

• Update cloud-provider-aws-config.yaml #20326
• Don't protect aws-ebs-csi-driver gh-pages branch #20157
• Don't protect aws-{fsx/efs}-csi-driver gh-pages branches #20323
• config: remove branch protection for nfd gh-pages branch #19770

After this change, there is no branch protection for gh-pages. The protection introduced problem publishing charts, in particular, chart-releaser-action.
