Remove v1.24 => latest upgrade test jobs for CAPI v1.1

@chrischdi: Updated the job-config configmap in namespace default at cluster test-infra-trusted using the following files:

• key cluster-api-periodics-release-1-1-upgrades.yaml using file config/jobs/kubernetes-sigs/cluster-api/cluster-api-periodics-release-1-1-upgrades.yaml

In response to this:

CAPI v1.1 is out of support and will not receive the required fixes for upgrading to v1.25.
