1. migrate sig-network jobs to community cluster …

   This change moves several sig-network jobs from the Google owned GKE
   cluster to the community owned GKE cluster. All jobs running in
   community owned clusters must set resource quotas so that the
   autoscalers work correctly. These resources were chosen as a best guess
   based on related jobs in sig-networking and guidance from
   https://github.com/kubernetes/test-infra/blob/master/docs/eks-jobs-migration.md.
