Make calls go back to 'connecting' state when media lost #2880

This is a change in how the state machine works: technically it's a breaking change. Calls will now now go back into the connecting state if the media connection is lost (they'll try to re-establish the connection).

This will show if the call is waiting for media to connect (in practice doesn't actually seem to happen all that often) but also show if the media connection is lost, with the js-sdk change. Requires matrix-org/matrix-js-sdk#2880 Fixes: #669
