Support for login + E2EE set up with QR #9403

Depends on matrix-org/matrix-js-sdk#2747

To enable:

  1. Build time config.json option of login_with_qr.reciprocate.enable_scanning = true
  2. Labs setting:

3. The homeserver that user is logged into must support MSC3882. 4. The homeserver that user is logged into must either support MSC3886 or `login_with_qr.fallback_http_transport_server` must have been set in `config.json`

Please note that the above conditions are deliberately limiting whilst support for other clients and servers is deployed.

A new section is then added to either the new session manager or the legacy user security settings tabs:

You are then shown a QR code and walked through the necessary steps to approve the login:

If the MSC3882 implementation requires UIA you will be prompted for this.

The new device will be verified for E2EE if set up, and passes sufficient information to the new device for it to set up cross-signing as well.

@t3chguy I've added some coverage for the main path in LoginWithQR. I'd like to force merge this short of the quality gate so we can continue with delivery. I've added a task to add coverage here that Hugh will work on next week element-hq/element-web#23549
