Implement changes to MSC2285 (hidden read receipts)
Requires matrix-org/matrix-js-sdk#2221
Requires matrix-org/matrix-react-sdk#7993

Since this implements a new receipt type, which is only the second receipt type in Synapse, it requires some changes to the infrastructure. This chooses to save both receipts (the read receipt and private read receipt) for each room, and decide on read which to use by looking at the stream ordering of each.

`m.read.private` shouldn't even get here if `msc2285_enabled` is disabled

I think this is close to ready, we should check that we aren't leaking the private read receipt to other users at all (I'm fairly certain we have tests for this, but want to double check them with the refactoring that I made).

Synapse 1.60.0 (2022-05-31)

This release of Synapse adds a unique index to the `state_group_edges` table, in
order to prevent accidentally introducing duplicate information (for example,
because a database backup was restored multiple times). If your Synapse database
already has duplicate rows in this table, this could fail with an error and
require manual remediation.

Additionally, the signature of the `check_event_for_spam` module callback has changed.
The previous signature has been deprecated and remains working for now. Module authors
should update their modules to use the new signature where possible.
