Description of the new feature / enhancement

While dragging a window using SHIFT, allow quickly cycling through the available layouts using the mouse wheel (and keyboard shortcuts).

Scenario when this would be used?

More often than not I start dragging a window subconsciously and only while dragging start thinking about how I want to arrange it. This feature would allow me to quickly adjust the layout and even "preview" it on the fly, rather than having to stop dragging the window and select the desired layout first.

Also, in general I believe this way of changing the layout is more convenient than memorizing the shortcut for each layout or using the GUI.

Supporting information

This has been suggested by @rifton007 a while ago and the proposed solution gained 14 upvotes, but it unfortunately got posted in a closed issue. I am reposting it to hopefully resume the discussion and get this implemented.

This shortcut is impossible to do with one hand.

WIN + CTRL + ALT + [0-9] is not convenient and not easy at memorize each layout.

I propose that when we maintain SHIFT to display FancyZone, we could use :
KEY DOWN and KEY UP or use MOUSE WHEEL to switch layout.

This would be very useful. Keyboard shortcuts (I suggest z & x) to cycle through layouts would be a better option while dragging a window.

But this enhnacement need to be accompanied with the ability to reorder layouts. #16053

This shortcut is impossible to do with one hand.

You only need to press the number when you are dragging a window, and can activate FancyZone using a non-primary mouse button so you don't have to hold shift.

Also this is a dup of #4969 where I have posted an autohotkey script to do this. #4969 (comment)
