Implement OSAL-like ids so there's no aliasing. Especially when memsetting to zero.

3. cFE #520 assert() in main-line code Revisiting

Use asserts on anything that can cause a crash like null pointers. Having consistent handling is a good thing. This can be configurable; projects can then redefine the assert based on their risk posture.
