Description

Problem*

Currently a developer can create a circuit that would use unconstrained values in such a way, that a part of the circuit becomes completely disconnected from the circuit inputs or outputs, making this part completely useless as it can be taken out of any proof. This PR introduces an Ssa pass that informs the user of this issue.

Mostly some Rust items on avoiding allocations, but generally I think this PR can be simplified further. It looks like it'd be easier if we merged id sets as we went instead of all at once in a separate step for example.

It would be interesting to see if this could be implemented as a check on the ACIR directly by tracking sets of connected witnesses. This would then be generic across any language which targets ACIR rather than just for Noir (not a requirement for this PR however).

This particular check ignores the direction of witness construction, so it could be ported to ACIR (and we could and probably will implement it in barretenberg, too). It's just nicer to have the line that caused the issue. But I'm planning another check, which will be more of a warning and which uses the directions

This should be doable in ACIR as well. We have enough debug information to link back from any brillig call opcodes to the line on which they're made.
