I'm not enough of a Windows(2019) expert to understand why that build fails while Win-2022 still works. Disabling this until #293 gets addressed seems to be OK. |

This PR updates code points following open-quantum-safe/liboqs#1585 also fixing recent CI failures that detected this omission.
