Stop publishing opentelemetry-extension-annotations artifact

Related to #4661.

This artifact already exists in opentelemetry-java-instrumentation and has gone through a minor release with deprecation. As we recently did with opentelemetry-exporter-jaeger-proto, this stops new publications of opentelemetry-extension-annotations, but keeps the last published version referenced in opentelemetry-bom.
