Closes #11169

FYI: anonymous parameters don't work anymore in rpc-derive macro, see paritytech/jsonrpc#510 for further information.

That's why there's alot of changes such as:

-       fn balance(&self, H160, Option<BlockNumber>) -> BoxFuture<U256>;
+       fn balance(&self, _: H160, _: Option<BlockNumber>) -> BoxFuture<U256>;

It's labelled for backport to beta but not stable, why is that?

I wasn't sure if all previous stuff w.r.t to jsonrpc was backported but let's backport it to both?
