  1. OpenStack: Cleanup ServiceAccount 

    For an unknown reason OpenStack was different in CCCMO and had its
OpenStack-specific `kube-system` ServiceAccount defined in manifests/.
This commit attempts to clean up this situation by moving these
manifests to pkg/cloud/openstack/assets.
