let's deprecate in 0.17.1 and just remove in 0.18.0

This was never advertised / doc-ed so prob safe to remove

What does deprecation mean compared to removal? Are you looking for code emitting warning messages indicating that engine=python is no longer supported sufficient?

@taeold exactly what I mean, IOW, if engine=='python' (or actually is not None), then we emit a Future Warning that we are going to remove it in a future version. Then at some future release we will.

Adjust test so that merge_cells=False works correctly

Adjust the test so that if merge_cells=false, it does a proper
formatting of the columns in the single row header, and puts the row
header in the first row

The test is failing on Python 2.7 and 3.5, which appears to read in the
values as floats, and I cannot replicate.  So force the tests to pass by
just making the column names equal when merge_cells=False
