What problem does this PR solve?

Issue Number: close #24541

Problem Summary:

Point-Get will directly decode row to chunk

but the code path for "decode row to chunk" doesn't handle new collation correctly for handle columns.

What is changed and how it works?

What's Changed, How it Works:

check NeedRestoredData before try to use handle's datum.
