This release mainly clarifies some dependencies with respect to python (numpy, setuptools) and fixes some tests.

Additionally, it should considerably simplify the diff in backport #212.

The pre-release https://pypi.org/project/pyprecice/3.1.2rc1/ looks good to me.
I already drafted the proper release here: https://github.com/precice/python-bindings/releases/tag/untagged-291c859b25e6e0ed3c08
