This PR fixes and update CI for the ros2 branch:

  • Switch to using colcon for building and testing
  • Use latest Python for all platform targeted by bouncy (3.7 for Windows/Mac, 3.5 for xenial)
  • Update package list and dependencies to match current ROS2 master
  • Run all tests including linters
  • [:warning: danger zone] switch travis from trusty to xenial
