Reduce the number of packaging jobs retained by Jenkins. #589

  • Keep 60 (down from 100) ci_packaging_* builds maximum and start removing old builds at 100 days.

  • Keep 300 (down from 370) builds maximum or the last 300 days.
    Since the packaging jobs are nightly there should be a 1:1 correlation
    between the number of builds and the age in days of the build so both of
    these limits express the same thing.
