Update the minimum external LLVM to 12 #90175

With this change, we'll have stable support for LLVM 12 and 13.
For reference, the previous increase to LLVM 10 was #83387,
and this replaces the pending increase to LLVM 11 in #90062.

Use apple-a14 as target CPU for aarch64-apple-darwin

After updating the minimum required LLVM version to 12 (rust-lang#90175) we can use `apple-a14` as target CPU, because that CPU is similar in features to the Apple M1 (see [LLVM 13 source](https://github.com/llvm/llvm-project/blob/b8016b626ec7095c7d57ebfffb2135dc5c3077b8/llvm/lib/Target/AArch64/AArch64.td#L1127)). Once the minimum required LLVM version is updated to 13 we can use `apple-m1` here.

 * Bump require external LLVM to 12.0, according to upstream change log.
 * Adjust patches as needed, adjust line numbers.
 * Update checksum adjustments.  For some reason the vendor/libc checksum
   doesn't need fixing, apparently, it remains as commented out.
 * Add makefile to do all the NetBSD boostrap/cross builds (do-cross.mk).
   Allow passing in additions to CONFIGURE_ARGS via ADD_CONFIGURE_ARGS.

Update the minimum external LLVM to 13

With this change, we'll have stable support for LLVM 13 through 15 (pending release).
For reference, the previous increase to LLVM 12 was rust-lang#90175.
