Tests: check inlining and instruction count even if we don't check for a specific instruction #1218

We tell the test framework not to test for a specific instruction with assert_instr(nop). But even then we should still check that the intrinsic is properly inlined and that the generated assembly does not exceed the specified instruction count.

Update stdarch submodule

This is mainly to fix the critical issue of aarch64 store intrinsics overwriting additional memory, see rust-lang/stdarch#1220
