[I created this PR by renaming the old PR, then truncating its description, then finally checking the "rate-limited" box in the Dependency Dashboard. Finally, I ran yarn start ... in spilliams/renovate from branch feat/13393-terragrunt-lockfiles, sha 7d1736981]

This PR has the exact same behavior as prior behavior (that is to say, it's a minor type of update, and did not include lockfiles updates for either a terraform or a terragrunt configuration.

(I have a weird feeling that Renovate treated both folders as Terragrunt, based on the name of the PR. But why would that be the case? tf-of-outdated-module only has a main.tf and a lockfile, no terragrunt.hcl. Hmm)

The renovate source that caused this PR was running with a 100% wrapper of the terraform manager's updateArtifacts function. It did not use a flag to limit the updateType to only lockfileMaintenance.
