Release Spyder 5.4.0

An issue to follow up Spyder 5.4.0 release.

New dependencies or version requirements updates:

• New dependency on pylint-env - PR PR: Add environment of custom interpreter to Pylint plugin #15761
• qstylizer to 0.2.2 - PR PR: Increase minimal required version of Qstylizer to 0.2.2 #19750
• qtawesome to 1.2.0-1.2.1 (1.2.0 released but an issue with PySide2 raised and also one with old Windows versions, so probably a bug fix release should be done before changing the dependency constraints and instead of 1.2.0 be 1.2.1) - PR PR: Update QtAwesome constraint to >=1.2.1 (Dependencies) #19922
• spyder-kernels to 2.4.0 (pending release)
  • ipykernel to 6.16.1 - PR: PR: Update ipykernel constraint to >=6.16.1 spyder-kernels#426
  • Patch for CVE-2007-4559 - PR PR: Patch for CVE-2007-4559 Tar directory traversal spyder-kernels#428
• ipython to <9.x (support for version 8.x) - for a future release; still missing things
  • PR Draft: [5.x branch] Allow ipython 8+ v2 #19817
  • Tests PR: PR: Fix test_kernel_crash to work with IPython 8+ #19885
• qtconsole to 5.4.0 (released)
• python-lsp-server to 1.6.0 (released).
  • Update over Spyder side - PR PR: Some fixes to make Spyder work with the latest changes in PyLSP #19969 (review)

Installers:

• New experimental conda-based installers for MacOS and Linux (initially) - PR PR: Create conda-based application installer for macOS and Linux #19461

Binder:

• Update binder link to run Spyder information and instructions for updates - PR PR: Update binder link and add instructions when releasing new versions to keep it updated #19936

My comments:

• More work to support IPython 8 is still needed, so I don't think that's ready for 5.4.0.
• I'll release Qtconsole 5.4.0 in the next couple of days to fix issue Spyder 5.3.3 IPython-console not properly doing input() on Mac #19888.
• Python-lsp-server 1.6.0 is necessary to fix some Outline issues, so I'll release it during the weekend.
