Improvements for Chip_ID read #1120

The algorithm for reading the chip_id has been rewritten. Now it is based on the relationship between the DBGMCU_IDCODE register address and the part number (ARM core) from the cpu_id.

This algorithm should be more robust because it looks for chip_id at a specific address.

(Related to #903, #1008)
