To me this looks good. I just have one little doubt: is there a convention in Ocaml projects that, given the opam package bla.opam, to build a composed .opam-filename you'd append a hyphen plus the subname? I mean, would the composed .opam-file always be named bla-foo.opam and never anything else like blafoo.opam or foo-bla.opam or anything else? I think we rely on that assumption to assure getting bla.opam as the first one of the list, don't we?

I think it's more of an unspoken rule, I didn't find anything about this naming convention anywhere. In dune-release the package order only determines the linting order, we are not relying on that for anything significant as far as I'm aware of.

Sounds reasonable to me. Just for future reference in case the naming ever happens to be an issue: ordering by length before alphabetic order would probably order correctly for most naming habits.
