Bug Report

What did you do?

1、run add index or import into
2、kill pdleader or inject pd leader network partition last for 1mins

What did you expect to see?

add index or import into can success

What did you see instead?

add index failed with error '503 Service Unavailable' when kill pdleader

add index failed at 2024-01-05 17:44:10
Error 1105 (HY000): request pd http api failed with status: '503 Service Unavailable'
