Fix a couple more filemanager bootstrapping papercuts w.r.t localstack and database state (being more explicit about pre-requisites)... log group for S3 bucket events is still not showing up after putting an S3 object:
This PR should fix the dependabot alert, so merging it now and will open a new one when the log group issue is resolved.
