Revise building workflow of ci and dev containers

Description:

There was a problem about CI container (https://github.com/vdaas/vald/runs/1693401181), I've just fixed the Makefile task to resolve it.
And also, there was a little problem between CI container and dev container dependency. In this PR, they are split to remove the dependency between them.
