Overview

Mock consensus layer blob getter

The Blob Sink, is a service that the node sends blobs after confirming that a transaction has been mined on chain, this service will store the blobs for other nodes to consume.

In this PR, the service is written, It has a simple api;

POST: blob_sidecar
Send indexed blob sidecars and store them

GET: block_id
Retrieve the posted blob sidecars

The service is just for running locally / inside our clusters and is completely unauthenticated, but could be used out in the wild ( if it just reads and caches important blobs itself ).

Think a bit of clarity around numbers vs hex and some of the input, but otherwise looks neat 🫡

## When is this used?

This service will run alongside end to end tests to capture the blob transactions that are sent alongside a `propose` transaction.

Extending just a tiny bit here on why would be neat, just as it seems like it could be one of those "magic" things that people don't know why really exists.

Should this and should return an error if the block ID is invalid (GET) be one test? Seems like they are the same with an extra check here.

Should there be tests here for the different types of blockId? e.g., genesis, finalized, slot, block hash, head

I think we could probably get away with not having every, but just that we should be very aware that it differs a bit then.

This and the synching test uses localhost vs 127.0.0.1, should we be more consistent here?

Think non-padded would convey it better. Or the size of non-zero elements or something. But guess you can understand so probably fine.
