Should there be tests here for the different types of blockId? e.g., genesis, finalized, slot, block hash, head
I think we could probably get away with not having every, but just that we should be very aware that it differs a bit then.

Overview
Mock consensus layer blob getter
The Blob Sink, is a service that the node sends blobs after confirming that a transaction has been mined on chain, this service will store the blobs for other nodes to consume.
In this PR, the service is written, It has a simple api;
POST: blob_sidecar
Send indexed blob sidecars and store them
GET: block_id
Retrieve the posted blob sidecars
The service is just for running locally / inside our clusters and is completely unauthenticated, but could be used out in the wild ( if it just reads and caches important blobs itself ).
