Fix modifying workspace distance rate with an old data doesn't show an error

Details

If we update the distance rate with an old lastModifiedData, the update shouldn't be success and an error should be shown.

Prerequisite: have a workspace

1. Login with the same account on 2 devices
2. Go to Settings > Workspaces > Select any workspace > Reimbursement > Open the distance rate
3. On the first device, turn off the internet connection and change the distance rate to any number
4. On the second device, change the distance rate to any number
5. On the first device, turn on the internet connection
6. Verify the distance rate value shows the new value we enter in step 4
7. Verify there is a red dot error and message in the distance rate page
