What?
This PR fixes incorrect anchor position in the Footnotes block in the Firefox browser.
Why?
I could not figure out the root cause, but one factor is that in Firefox the anchor element has a width of zero.
How?
I could not find a source that technically back up this approach, but I was able to solve the problem by changing from
display: inline-blocktoinline-flex. At the same time, Firefox had an unintended underline, so we added a style to reset it.Testing Instructions

Make sure that the anchor is properly focused when the tab key is pressed.
