After deliberating with @brave/uplift-approvers, this should stay in 0.65.x and work its way through the various channels. There's a lot of changes here that changes the way users interact with rewards. We should only be uplifting fixes for bugs/regressions and not large features. Features shouldn't be skipping channels.
