Update unsupported distros in helix queues to latest and add missing ones #57947

TODO:

  • Update the table below with the changing configurations (either something being added, removed or replaced by a higher OS version) based on the OneNote
  • Work with core-eng to make sure that test queues are available for all configurations that we want to add.
  • Update the queues in the yml files.
  • Address (either fix or disable) any test failures that are specific to new queues.

Implementation

The ymls with the helix queues are:

Related issue that will be fixed by updating the installer queues: #1252

Target branch: main
Backport into release/6.0 when completed.

Queues

  • Update Ubuntu 19.10 -> Ubuntu 21.04
  • Update Debian 9 -> Debian 11: 3edda17
  • Update alpine 3.9 and 3.12 -> alpine 3.14: Partially covered by Rev Alpine WithNode from 3.9 to 3.13 #57324
  • Remove macOS 10.13
  • Add CBL Mariner: 380cfc9
  • Add Fedora 35 (releases 10/26)
  • Add RHEL8
  • Add CentOS 7
  • Add openSUSE (version?)
  • Windows Server 20H2

I think we can drop PR coverage (rolling is sufficient) for:

  • Windows Server 20H2 (covered by Windows Server Core 20H2)
  • SLES 12 (covered by other Linux flavors)
