We can pass region and cluster name and generate whole metadata.env if we wanted to, so we could avoid depending on aws and jq commands being available on the nodes, and avoid having to allow nodes to call DescribeTags etc.

Ideally, if we go all in on this, we should actually get rid of ClusterName parameter in nodegroup template, as a truly static bootstrap config won't respect it, so we will need to drop it.
