Reenabled tests via #102839. The tests started failing again. Not entirely sure why. Will investigate to find out what's going on with the flakiness.

These tests have been rewritten in #108301 to address their flakiness. They were stable when running in flaky test runner. Will close this to be reopened if the tests go flaky again.
