update chromedriver dependency to 86.0.0 #79972

Summary

Chrome 86 was released recently and we need to update driver to be able running tests locally.
Note: CI workers still have Chrome 84 and the same driver version is used to run tests in CI.

LGTM, Tested the new version locally on Mac with functional expression tests and didn’t notice any problems. Didn’t test other test suites
