Series of changes to remove the LanePriority type.

There's nearly a 1:1 correspondence between the LanePriority and Lane types. The only exceptions are transitions and retries, each of which have multiple associated lanes. But we already handle those specially. We can avoid extra type conversions by using Lane instead.

Most of these commits don't depend on each other, so I opened separate PRs for each step. Once those are merged, I'll rebase the final commit that deletes the type.
