public module(experimental!). No other top-level definition kind may be public.Proposal for "public module" on FIRRTL spec:
chipsalliance/firrtl-spec#130 .
Note this does not enforce any restrictions on public modules yet -- not those in the proposal and possibly not some of what we enforce/check for the main module (TODO on both accounts).
