Builds on #13877 to handle threaded read receipts (which are now stored in the database) when fetching events for push.
Note that MSC3771 says that no behavior changes exist for push, but this is a bit sloppily worded by me -- what it is saying is that thread information is not passed to pushers. The events still need to be considered as "read".
